For every professional working with children, there is a need to have the knowledge to recognise and prevent sexual violence. By training their staff, agencies working with children can support the development of people with the skills and knowledge to work with them.

The Sensoa flagging system is a method for professionals working with children and young people (0-18). It helps to assess what sexual behaviour is acceptable and what is not, and to respond to it when necessary. The flagging system provides a common language for different actors to talk openly about sexuality, boundaries and situations related to sexual behaviour. The flagging system was developed in Sensoa (Belgium) and the international disseminator is Rutgers (the Netherlands). The Estonian contact point for the flag system is the Social Insurance Board.
